In a dystopian future America, a team of military-embedded journalists race against time to reach DC before rebel factions descend upon the White House.

The story of Iris, a ballet dancer who is driven to search for Otis, an old friend she has not seen in ten years. Her investigations lead her to a psychiatric hospital where Otis has been hospitalized during that time. Once there, those responsible for the center warn that Otis has developed a mysterious alternative personality, which they have nevertheless managed to block. Following Otis's release, the medics also inform Iris about Otis's unpredictability....

When Bond is exchanged for another prisoner, not everyone is certain 007 is still capable of doing the job. After an unscrupulous entrepreneur is discovered to be in cahoots with the other prisoner, Bond is back on the case, and he finds the two men have sinister plans which could decide the fate of the world.
